Citizenship or Residence Programme Visa – Malta

Overview

This visa is intended for individuals who have been formally accepted into a citizenship or residence programme managed by Maltese authorities or authorised agencies. It allows applicants to enter and reside in Malta for the purpose of fulfilling legal, administrative, or residence requirements under a formal migration scheme.

This visa is commonly used by individuals participating in:

  • Malta’s Citizenship by Naturalisation for Exceptional Services programmes
  • Malta Permanent Residence Programme (MPRP)
  • Other officially recognised national residence schemes

Eligibility

Applicants must meet the following criteria:

  • Have received an official acceptance or application receipt from the relevant Maltese agency
  • Hold a valid passport with at least 8 months’ validity
  • Have confirmed accommodation and sufficient funds to support their stay
  • Provide supporting documentation issued by licensed agencies, law firms, or official programme administrators

Processing Time

  • Applications should be submitted at least 4–6 weeks before intended travel
  • Minimum processing time is 3 weeks, but may extend due to verification checks or requests for additional documents
  • Delays may occur during peak seasons or if additional interviews are required

Documents Required

All documents must be submitted in English and dated within 30 days of the application. Original documents must be presented for verification, along with photocopies for submission.

Standard Requirements

Visa Application Form

  • Fully completed and signed

Passport

  • Minimum validity of 8 months
  • Must include at least two blank pages
  • Issued within the past 10 years

Full Passport Copy

  • Copy of all pages used, including visa stamps and endorsements

Photograph

  • One recent, passport-size photo meeting ICAO standards

Medical and Travel Insurance

  • Valid in the Schengen area
  • Minimum coverage of €30,000
  • Must include applicant’s full name and passport number
  • Coverage must apply to non-residents and be valid from entry date

Proof of Finance

  • Bank statement for the last 3 months, demonstrating sufficient funds to support stay

Proof of Accommodation
One of the following:

  • Lease agreement signed by both parties with applicant’s name and rental details
  • Hotel booking covering at least the first 14 consecutive nights
  • Declaration of proof from host offering free accommodation, signed and stamped by a local lawyer or notary, along with host’s ID and utility bill

Proof of Travel

  • Booked flight itinerary showing name, travel date, and destination

Programme-Specific Documentation

  • Application Receipt from the authorised citizenship/residence agency
  • Acceptance Letter and Official Forms issued by the relevant Maltese authority
  • Invitation Letter from the authorised law firm or agency, signed by the inviting party

If Travelling with Minor Children

If travelling with both parents:

  • Child’s passport copy
  • Passports of both parents
  • Birth certificate (legalised and translated into English)

If travelling with one parent only:

  • Child’s passport copy
  • Passports of both parents
  • Birth certificate (legalised and translated)
  • Consent letter from non-travelling parent
  • Custody agreement, if applicable

Photo Specifications

Please provide one recent colour photograph (not older than 6 months) that meets the following requirements:

Background

  • Taken against a light-coloured background (white or off-white)
  • Facial features must be clearly visible with contrast against the background

Quality & Composition

  • High resolution with the face in clear focus
  • Full face visible:
    • Neutral expression (non-smiling)
    • No sunglasses or tinted lenses
    • No hats, caps, or head coverings, unless worn for religious or ethnic reasons

Format

  • Printed on standard photographic paper (camera print only)
  • Photograph must be securely attached (glued) to the visa application form

Important
If the photograph does not meet the above specifications, the application will be deemed incomplete, and the applicant may be asked to retake the photo at the application centre.
